Design Courses of IIT Delhi
Currently, IIT Delhi does not offer any courses in undergraduate level in the design domain. However, in the upcoming year, considering the increasing demand for design education IIT Delhi is likely to introduce a four year Bachelor in Design (B.Des) course. IIT Bombay, IIT Guwahati, IIT Hyderabad and IIITDM Jabalpur are offering B.Des courses through UCEED. IIT Delhi is yet to finalise the selection process for B.Des admission and it might consider JEE scores for offering admission to design aspirants in B.Des programmes. IIT Delhi offers M.Des in Industrial design which is a two-year programme in postgraduate level.

Steps To Pay The IIT Delhi Admission Fee
Students need to pay the required admision fee to confirm the seat to the respective programmes in the Department of Design, IIT Delhi. The steps to pay the admission fee for IIT Delhi design courses is listed below.
Step 1 - Visit the SBI Collect portal (Click here)
Step 2 - Accept the terms and conditions by clicking on the checkbox (I have read and accepted the terms and conditions stated above). Students are advised to read the mentioned terms and conditions
Step 3 - Then click on the ‘Proceed’ button
Step 4 - In the State of corporation/institution section, select "National Capital Territory of Delhi" from the dropdown menu
Step 5 - From the dropdown menu, in the Type of corporation/institution field select "Educational Institutions"
Step 6 - Click on the ‘Go’ button
Step 7 - Choose "IITD REVENUE ACCOUNT FEE COLLECTION" from the dropdown list in the Educational institution's name field select
Step 8 - Click on the ‘Submit’ button
Step 9 - Select "IIT DELHI STUDENT FEES’ from the payment category
Step 10 - Fill the requisite details. Note that for new admissions, students have to enter their application numbers in the "Entry Number" section
Step 11 - Click on the ‘Submit’ button
Step 12 - Make the payment after verifying the account details.
Note - Students must send the receipt of the amount deposited online through email at email@example.com. If any candidates fail to send the amount deposited receipt then the candidature will automatically stand cancelled and the seat offered will be allotted to the next eligible candidate.

For the ceed exam, under the form of obc-ncl certification, is it enough to upload copies of obc and ncl certificate? Or should i get the attested appendix 2 form itself??
You can upload the ertificate as well as fill the appendix 2 form, do both to be on the safer side. Candidates belonging to OBC-NCL category are informed that the category certificate uploaded by them would be accepted if it is issued after April 1, 2019 only.

The simple basic difference between UCCED and CEED is as follows :-
CEED is a examinationfor candidates seeking admission in Master of Design (M.Des) programmes at IISc and iits. Also it is for getting admission in Phd programme in Design at IISc Bangalore, IIT Bombay, IIT Guwahati, IIT Hyderabad, and IIT Kanpur.
UCEED is for candidates who wants admission to the Bachelor in Design (B. Des.) at - Indian Institute of Technology Bombay, Indian Institute of Technology Guwahati, Indian Institute of Technology Hyderabad, and Indian Institute of Information Technology Design and Manufacturing Jabalpur, and other 22 result sharing institutes
Both exams are taken by IIT BOMBAY.
So, if you want B.des in interior designing course at iits or at any other result sharing institutes then you have to give UCEED exam.

As your doubt about the uploading of the degree certificate for CEED registration form, if you haven't received your original degree certificate you may apply for the provisional certificate, this can be used untill the original certificate is received. So I suggest you to apply for your provisional certificate in your college, then you may upload your provisional certificate for the registration process.
