If you are going for particular state admission then your state rank will be consider. But as per your score you have less chance to get admission for BE.
It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category
If you manage to qualify
In order to apply for COEP you need a domicile certificate of Maharashtra but for VJTI All India Students are eligible to take admission.
You can appear in JEE Main and MHT CET exam in order to take admission in this college.
