The official date of releasing Admit card of MHT CET is not announced yet. Well, as you know the exam date is divided in two phases :

1st phase :Sept 4-10,2021

2nd Phase: Sept 14-20,2021

So you will tentatively get your admit card 3-10 days before the Exam

since there is no mention of the cutoffs for 2021 mhtcet entrance for obc category we can only predict the cutoff for 2021. the 2020 cutoff for obc at pict for electronics and telecommunication branch was 1309. we can predict that the cutoff would be somewhere around 1200 to 1500.
