In MHT CET (CAP), there are two types of ranks state General Merit Rank (SGMR) and Home University Rank (HU Rank). Since you want admission within your home university like in Nagpur University, Mumbai University, etc., the Home University Rank (14,000) is the one that will matter the most during CAP Round 1 & 2.
Colleges under your home university reserve a certain percentage of seats for HU candidates, and those are filled using the Home University Rank.So don’t worry about your state rank (1.4 lakh) too much, because for your preferred location, HU rank is more important. Just make sure you apply on time and choose the right preference order.

Getting CSE in top colleges may not be possible as their cut-offs are usually above 85-90 percentile.but you might get it i some private or regional colleges in later rounds.

You got 81 percentile in MH CET 5-year law exam as an OMS (Outside Maharashtra) student and you are female. With this score, it is very difficult to get admission into top government colleges like Government Law College (GLC) Mumbai or ILS Pune, because these colleges usually take students with more than 99 percentile from OMS category.
But you can still get admission into some private law colleges in Mumbai. These colleges may accept 81 percentile for OMS students. Some of these options are:
