The minimum eligibility criteria for appearing in MHT CET 2020 is as follows:

Candidates must have passed 10+2 with Physics and Mathematics as compulsory subjects along with one of the subjects from Chemistry / Biotechnology / Biology / Technical / Vocational subjects, and must have obtained at least 50%

Admission in vjti mumbai is based on the merit . It is depend on the marks of the candidate in mhtcet or jee mains .

85% of seat is reserved for student belonging to Maharashtra and rest 15%is available for rest of the states..

Yes, you can definitely apply for MHT-CET exam even though if you do not belong to Maharashtra state. But, remember that you will get admission in private colleges only. You won't be able to take admission in Government aided colleges in Maharashtra based on MHT-CET.
