No there is no restriction for filing form as general as you are not asking for any reservation or compensation in cutoff . You can fill your cateogry as general and it will not lead to cancellation of your candidature .

You only have to provide certificate

The Category you select will be final. If the correction window allows you to make corrections to the Category after filling the application form, might be that can be changed. Apart from that once the application process is closed, what you have entered there, remains the same so let's say
