If your friend wants the CSE branch at this much score in jee mains then he will have to get the northeastern nit and gfti. He should apply for Tezpur University or nit Agartala or nit Mizoram to get the CSE branch. He can also apply for ECE

Your category must have been considered during your admission process. NEET scorecard has both the ranks , ALL INDIA RANK and ALL INDIA categoryr rank. While admission into any any college , it is the ALL INDIA category rank which is taken into consideration for any admission process.

Let me tell you very clearly dear candidate that MHT CET is an exam itself. It is conducted for admissions to the colleges run by the Maharashtra State Govt. as well as their private colleges. 

It has nothing to do with JEE MAIN score. Hence your question is irrelevant.
