No, Neet scores are not compulsory for Bsc Agriculture although they are one of the accepted criteria's to get admission into them. Most universities conduct their own private entrance exams for admission in these courses and take 12th percentage in account.

Outside Maharashtra students can appear for MHT CET. Outside Maharashtra Student won't be eligible for Government and Govt. Aided colleges, They will be eligible for All India Seats of Private colleges. However All India Candidature candidates may or may not appear for MHT-CET 2018 as Score of JEE(Main) Paper I

yes,ofcourse the transfer certificate is most important for admission in any college.but i think the leaving certificate is optional,it is depend on the college administration only.so you can ask the college in which you want to get admission that leaving certificate is needed or not.
