If you have paid seat acceptance fee and reported to ARC then No. But if not, then YES, your last seat won't be retained.

Which college is good in kolhapur dkte or kit ?

Both colleges are good however most preferred is KIT. The cutoff for KIT is higher when compared to DKTE if you check the first allotment that was announced recently. If you live there, I would suggest you go to check the colleges and talk to seniors there. Check the placement
