If you didn't like the first counseling college then go for the second counseling in the second counseling you get best colleges based on your rank. But you have limited colleges when compared to the first counseling.
Go for second counseling for better future colleges.
If you want betterment choose float/slide option. Do not freeze your seat.
If you are a general category candidate then there are a little chances. Please referto the following link to get an idea of cutoffs and know your chances:
