Yes, you may get a seat through general category, if the seats are vacant in General category and you match the cutoff criteria.  However, you won't get any benefits of fee waiver etc. By General or unreserved or open category it doesn't mean that only general category students

I suggest you should go for counseling and give them an application stating the issue. Chances are that they may allow you to continue your admission process. Write application stating that your certificate will be available in two or three working days and then you will attach it.
