No, all courses are Designed for specific time. i.e. integrated course in Mtech is expected to complete in minimum of 5 years. This is same as the course b.sc is designed for 3 years, b.tech is designed for 4 years. In same way m.tech is designed as full time 5

Your  home state is karnataka so you will be eligible for home state quota in NIT Surathkal but it is among top nits and to get into it even under home state your chances are extremely low .
