If paper 3 you mean third attempt that second drop after 12th, then you won't get any IIT. And with your percentile you also can not get any nit as as well.

The cut off depends on factors like number of seats available, difficulty level of the exam, number of applicants for the seat, previous cutoff trend and your category. Since you have not mentioned your category , assuming that your belong to general category your must be around 10819
