Hope you are doing well. I checked the required documents for NEET UG 2021 counselling for the state of Maharashtra,there is no mention of DAM affected certificate in there . So,most probably there's no reservation for this .

I am assuming that you are talking abut andhra pradesh as your home state and your sc rank is 17866 so this is quite simple that you will not get any seat in nitap which ever branch you may tall about as the closing rank is about 9000 in sc

Looking at current scenario cse looks improbable but yes i would say that you can definitely get ece branch and also electrical and electronics engineering at you rank is 19615 which is somewhere in between the opening and closing rank in open category only so even without ews benifit you
