If you are alloted a seat in Chattisgarh , and you resign from it ,ie you donot report in that college then you are eligible to take seat through all india quota.

if you are alloted the seat and you take the seat then you are not

For your AP EAMCET Rank it is difficult to get Veterinary seat, based on previous year's Closing Ranks. You can try for seat through counseling or can go for Management quota seat. Cut-offs varies from year to year. Cutoffs depends on factors like

As per your rank it is evident that your chances in nits like Jamshedpur, durgapur, Silchar, allahabad rourkela Calicut are less because the cut offs are way to high compared to your rank.

If you likes the college and branch which you got then freeze the option the  your seat will be confirmed , no more higher option you will get , you can submit your documents and then join the college , you can do it in the coming rounds

No. There is no penalty for cancelling the seats
But from last year there is a  penalty if u donot surrender the seat that is alloted to u through kcet before the counselling ends (if u dont want to participate in further kcet counselling process)
