You have not mentioned where do you want to submit it and for what purpose are you exactly talking about. I am assuming it is for college admission. According to my knowledge schools are very well aware of the situation and that too that the students need the certificates for taking admission in any University or college. If it is mentioned compulsory then you should submit as it was necessary earlier I think it is better to clarify with the authorities.

Your current status is showing "Registration completed and under process" which means that you have already completed and submitted all the necessary details and documents for registration and the verification process of the details provided by you is going on.
Once the verification is done then it will show successful registration.

The eligibility criteria for UCEED 2021 is that a candidate must passed the HSC exam/10+2 board exam in the year 2020 or must be appearing in the qualiifying exam in the year 2021 such candidates must obtain their results on or before the taking admission in a college. According to the given eligibility criteria you are not eligible to appear in UCEED 2021 as you have passed in qualifying exam in the year 2019.
Inspite of having a good rank I believe considering the low intake at DTU B.Des and secondly your Outside Delhi Category which makes you eligible only for 15% of the total seats, you might have bleak chances and might just make it. Bachelor of Design (B.Des) is a four-year bachelor degree course which is offered by many top design institutes in India.
To be able to be eligible for for the colleges the Minimum Qualification Required is 10+2 of atleast 45 or 50% of marks in any stream from a recognised Board.
Popular entrance exams for Bachelor of Design courses include the following:
National Institute of Fashion Technology (NIFT) Entrance Exam
All India Entrance Examination for Design (AIEED)
Design Aptitude Test (DAT)
National Institute of Design (NID) Exam

Once a candidate clears UCEED 2020, he/she has to do registration for next process that is counselling and seat allotment. Note that the counselling and seat allotment process will be done in rounds. there will be total three rounds. Once your turn arrives, you have to fill necessary details in a form given to you followed by which you have to confirm the seat by paying the required amount as fees.

No you are not eligible to give UCEED 2021. Candidates should have passed the qualifying examination, that is class 12th or equivalent in 2020 or appearing in 2021. Students who have passed in 2019, or earlier are not eligible to apply. The maximum number of attempt will be two times in consecutive years. You were eligible to give 2019 and 2020 as you passed in the year 2019. So you are not eligible to give UCEED 2021.

UCEED entrance exam can attempt two times and that also in consecutive years only.Candidates are informed that the score of the exam is valid for one year.You want to join admission in that year only.
