You have not mentioned where do you want to submit it and for what purpose are you exactly talking about. I am assuming it is for college admission. According to my knowledge schools are very well aware of the situation and that too that the students need the certificates for taking admission in any University or college. If it is mentioned compulsory then you should submit as it was necessary earlier I think it is better to clarify with the authorities.

The eligibility criteria for UCEED 2021 is that a candidate must passed the HSC exam/10+2 board exam in the year 2020 or must be appearing in the qualiifying exam in the year 2021 such candidates must obtain their results on or before the taking admission in a college. According to the given eligibility criteria you are not eligible to appear in UCEED 2021 as you have passed in qualifying exam in the year 2019.
Inspite of having a good rank I believe considering the low intake at DTU B.Des and secondly your Outside Delhi Category which makes you eligible only for 15% of the total seats, you might have bleak chances and might just make it.
