The admission to IIT's is only through JEE Advanced which is the second level of JEE Main entrance exam.
Therefore, you need to first appear in JEE Main, qualify in it with a remarkable rank and become eligible for JEE Advanced to appear in it.

Yes, you can apply for MHT CET 2019 as there is no age limit for appearing in MHT CET 2019.
