There are low chances of getting a seat in nit rourkela with josaa couselling but u can go for csab couselling .

Beside nit rourkela  u can also consider other nits and iiits

Candidates with family annual income less than 1 lakh and securing a rank below 10,000 in TS EAMCET are eligible to get free seat in bsc or bds. So you need to secure a rank below 10,000 to get free seat. To get such rank you need to score minimum 90-110 marks in TS EAMCET out of 160 marks.
