cutoffs are only published for IIT's and not CIT.
but for Central Institute of Technology (CIT) Kokrajhar if you happen to be an unreserved candidate, then anywhere above 65 marks should put you into the merit list and hence you can estimate.

In UCEED 2019 , minimum marks for SC is 50 and percentage of marks in each section is 5 . Closing ranks for SC in 2018 for 1st round for IIT Bombay -7 , IIT Guwahati -15, IIT Jabalpur - 23. And 3rd round cutoffs were IIT Jabalpur

Not only in UCEED but in almost all competitive exams students can appear without their 12th results and counselling happens after the 12th result. And if you couldnot clear the boards cutoff or fail in any subject then you will lose your eligibilty for the exam
