Hello Nidhi. According to your brother's rank his chances to get an IIT is low. The cutoff for UCEED 2019 cannot be exactly predicted now but the closing ranks for SC candidates (upto last round) last year for IIT Bombay, IIT Guwahati and IIIT Jabalpur are:

Hey,
With your category rank, you don’t need to worry about any college, in fact, there are chances that you get into some premier institutes too.
Undergraduate Common Entrance Exam for Design (UCEED) is an entrance examination conducted by IDC Bombay for admissions to the Bachelor of Design (B. Des.) programmes at IIT Bombay, IIT Guwahati, IIT Hyderabad, and IIITDM Jabalpur. These are the associated institutes.
The cut-offs for 2018 has been-
IIITDM Jabalpur
Opening rank for GEN-32 OBC-NCL-32 SC- 17 ST- 6 SC-PwD- 1
Closing rank for GEN-75 OBC-NCL- 46 SC- 23 ST- 9 SC-PwD-1
IIT Guwahati
Opening rank for GEN- 17 OBC-NCL-14 SC- 8 ST- 4
Closing rank for GEN-53 OBC-NCL- 31 SC-15 ST- 7
IIT Bombay
Opening rank for GEN- 1 OBC-NCL-4 SC- 2 ST- 1
Closing rank for GEN- 16 OBC-NCL- 13 SC- 7 ST-2
This is cut-off for the first round, I provided you with all the details so that you get a gist of how the first counseling is going to be.
Second round cut-offs for OBC-NCL have been
IIITDM Jabalpur: 39(opening) and 54(closing)
IIT Guwahati: 16(opening) and 37(closing)
IIT Bombay: 4(opening) and 14(closing)
Third round cut-offs for OBC-NCL have been
IIITDM Jabalpur: 39(opening) and 59(closing)
So, from the above data, you can infer for which institute you will be eligible. (according to previous year cut-offs, you will most probably get IIITDM Jabalpur and maybe there is a chance for IIT Guwahati too)
IIT Hyderabad is a new participant and therefore its cut off is not provided. Though the seat matrix for IIT H is Gen/OBC: 05, OBC-NCL: 03, SC: 01, ST: 01.
Apart from these, some private and state govt. institutes also give admissions based on UCEED score. The result sharing institutes for UCCED are
• Nirma University, Ahmedabad
• World University of Design, Delhi NCR
• Chitkara University, Punjab
• Srishti Institute of Art, Design, and Technology, Bengaluru
• Anant National University, Ahmedabad
• VIT University, Vellore
• Lovely Professional University, Phagwara, Punjab
• UPES, Dehradun
• CIT, Kohrajhar
• Vivekananda Global University, Jaipur
• Delhi Technological University, Delhi
• Khyati School of Design, Ahmedabad
• MIT World Peace University, Pune
• U.P. Institute of Design, Noida
• ARCH College of Design and Business, Jaipur
But since they are either private or run by state government, you need to check their other criterions also such as state quota or merit-based etc. Most probably, you will be able to get a seat in these colleges easily because your category rank is pretty decent.
For details about the associated institutes and courses they provide, you need to refer to the UCEED 2019 Brochure, it has all the necessary details. Apart from that for result sharing institutes, you need to visit the official websites of those institutes.
I hope I was able to help you. Still, in case you have any other doubt feel free to ask.
All the best!
