Medical field courses are not available in hindi medium universities and bsc nursing like courses are international level courses so it can not be provided by hindi medium colleges or educational institutes.

All the bsc nursing textbooks are in English language

No, NEET is not normally required for admission to B.Sc. Nursing programs, but some universities especially prestigious ones or those within AIIMS's jurisdiction may demand or take into account NEET results.
Many universities that offer B.Sc. Nursing degrees use Class 12 results for admissions or administer their own entrance tests.
